Deal to end 'bathroom law' under fire from LGBT people

RALEIGH, N.C. (AP) - North Carolina Republican lawmakers and Democratic Gov. Roy Cooper said late Wednesday that they have agreed on legislation to resolve a standoff over the state's "bathroom bill" through a replacement measure that still restricts LGBT nondiscrimination protections.

Ironically, the Senate vote was 32-16 against the first of a two-part vote on repealing HB2 - also featuring a moratorium component - during the December 21 special session.

College athletics' governing body said that it is deciding this week on locations for tournaments through the spring of 2022 and that it won't award any to North Carolina if the law known as House Bill 2 is on the books.

And Rev. Dr. William Barber II, president of the NC chapter of the NAACP, which launched a national boycott of the state, declared HB2 an "insult to human rights" that must be "repealed in full".

"It's the background noise in every economic development project", Copeland said, echoing the concerns of business recruiters who fear the state was left off the list when companies considered relocations and expansions.

If Cooper signs the repeal bill, it would, for now, return North Carolina to how it was before Charlotte passed its ordinance and the legislature responded with HB2. Griffin added that "the consequences of this hateful law will only continue without full repeal of HB2".

LGBT activists have condemned the legislation, which stops local authorities from passing anti-LGBT-discrimination laws until December 2020.

One of the sponsors of House Bill 2, Sen. In a statement following the late-night negotiation, Governor Cooper said he supports the compromise, adding: "It's not a flawless deal, but it repeals House Bill 2 and begins to fix our reputation".

"Lawmakers must reject this disgraceful backroom deal that uses the rights of LGBT people as a bargaining chip", Sarah Gillooly from the American Civil Liberties Union of North Carolina said.

North Carolina has repealed portions of the state's controversial "bathroom bill", including the requirement that trans people use the bathroom that matches their birth certificate, member station WUNC reports.

But groups immediately slammed the new compromise, and began urging North Carolina lawmakers not to support the measure.
