Driver strikes Capitol Police cruiser, taken into custody

Police say a driver struck a U.S. Capitol Police cruiser near the U.S. Capitol and was taken into custody

The disruption happened near the end of the morning rush hour and prompted a large police response just as lines of people were waiting to get into a nearby congressional office building.

The woman was stopped in her vehicle at Washington and Independence avenues and a short foot chase followed before she was taken into custody.

The incident began at 9:30 a.m., when a driver near the U.S. Botanic Garden struck a Capitol Police cruiser and proceeded to drive towards officers. The windshield of the suspect's vehicle, which bore Maryland license plates, had several bullet holes in it. There are no reported injuries.

Dozens of police cars swarmed the area, and Independence Avenue between Washington Avenue and 1st Street SW is still closed.

She said the incident "appears to be criminal with no nexus to terrorism" and that the perpetrator likely had "no sense of motive". Some of the House office buildings in the vicinity were temporarily placed on lockdown, but those lockdowns have been lifted.

The FBI assisted Capitol Police at the scene, and an investigation is ongoing. Tourists filed through the Capitol Rotunda, and the U.S. Senate opened its session with Republican Majority Leader Mitch McConnell urging confirmation for Neil Gorsuch to the Supreme Court. In 2013, Capitol Police shot and killed the driver of a auto carrying a 1-year-old girl after a chase from near the White House to the Capitol.

It is not clear if there was an actual explosive device in the vehicle. The suspect was previously known to police, who had arrested him in October 2015 for disrupting House of Representatives proceedings and yelling he was a "Prophet of God".

The driver made a U-turn, almost striking several officers in the process.
