Richard Painter, who served as White House ethics lawyer for President George W. Bush from 2005 to 2007, specifically pointed to Scavino's use of a photo in the Oval Office and his job description. Scavino, the President's Director of Social Media used his personal account for the attack.

Besides being a major departure from the usual decorum exhibited by elected and appointed officials in Washington, some critics are wondering if all the references to election issues by government employees may be violations of the Hatch Act.

Scavino also did not immediately respond to a request for comment through Twitter.

He, along with other members of the House Freedom Caucus, declined to vote for the President's American Health Care Act, and the president is taking aim at the conservative group of lawmakers, particularly Amash, because of his vocal distaste for the bill. Its members argued that the bill didn't go far enough to undo the law.

About a week after House Speaker Paul Ryan, R-Wis., pulled the bill from the House floor, Trump directed his Twitter fire on fellow Republicans. "We must fight them, & Dems, in 2018!"
