Paul was a strong critic of the Ryan-Trump bill, dubbing it "ObamaCare lite", arguing that his plan goes further in not only repealing the ObamaCare law, but replacing it with a bill that would put the health care industry into a free market alternative.

Meanwhile, some House Freedom Caucus members, representing the most conservative Republicans who control Congress, were already criticising the revamped healthcare outline.

"Talks on Repealing and Replacing ObamaCare are, and have been, going on, and will continue until such time as a deal is hopefully struck", he tweeted Sunday before the golf match.

In an interview published on Sunday by the Financial Times, Trump was adamant he wanted to get a healthcare bill passed, and said he would turn his back on the Freedom Caucus and negotiate with Democrats if that is what it took.

Instead, substitute GOP tax subsidies would be less generous than Obama's for many lower earners and people in their 50s and 60s, the overall Medicaid program would be cut, tax boosts on higher earners would be ended and consumers who let coverage lapse would face 30 percent premium hikes.

Republican leadership eventually withdrew a vote on the plan in the House last month after it was unclear if the measure would have enough votes to pass.

"We're at the concept stages right now", said House Speaker Paul Ryan, R-Wis.

"I would advise President Trump: 'Don't worry about them sticking that label on you". There was no reason to take a vote.

"They will be relevant to this process", McConnell said of Senate Democrats, adding, "I'm confident Senate Democrats are not going to want to shut down the government".

Paul later emphasized his upbeat mood on the subject, telling reporters that "We had a great day with the president". Now, it will be in one form or another.

"It would be mostly a repeal bill, with the replacement aspect being that you're leaving some underlying law in place", Paul said.

He said he would prefer if the Freedom Caucus came onboard, because Democrats are totally against the proposal.

The Sunday golf outing was not unusual for Trump, who has visited his golf courses in Virginia and Florida repeatedly since taking office.

The health care issue generated friction between Trump and some conservative Republicans.

The failure 12 days ago to dismantle Obamacare, also known as the Affordable Care Act, was Trump's first major legislative setback.
