They used data from national surveys of drug use among adults (ages ≥18) conducted at three time points: before the enactment of medical marijuana laws (1991-1992); just after the laws were enacted in a few states (2001-2002); and after wide enactment of the laws (2012-2013), when more than one-third of people in the USA lived in states with MMLs.

According to the Associated Press, at least 15 other states already allow people to use medical marijuana to treat PTSD.

States with medical marijuana laws also saw an increase in people who can't stop using pot even though it's interfering with many aspects of their lives, researchers said.

The study notes some limitations. Texas could learn about the impact on state budgets as far as regulation, and how states dealt with any potential problems with legal medical marijuana.

The risks of medical marijuana laws are important to convey, said lead author Deborah Hasin, of Columbia University's Mailman School of Public Health in NY. "A prudent interpretation of our results is that professionals and the public should be educated on risks of cannabis use and benefits of treatment and prevention/intervention services for cannabis disorders should be provided", the article concludes. The analysis revealed that between 1991-1992 and 2012-2013, states that had passed MMLs saw a greater increase in illicit marijuana use and marijuana use disorders than states that had not legalized medical marijuana.

House Bill 2107 deals primarily with medical marijuana. Remaining early-MML and non-MML states differed significantly for use by 2.5 percentage points (SE 0.9, P=0.004) and disorder by 1.1 percentage points (SE, 0.5, P=0.02). Almost 120,000 people in 39 states were included in these surveys, according to the study.

From 2001 to 2013, illicit use increased 3.5 percentage points in states that had not legalized medical marijuana.

The effect was greater on the later group of states.

The study was funded by the NIH, the National Institute on Alcohol Abuse and Alcoholism, and the National Institute on Drug Abuse.

Having said that, one of the reasons other states have been wary of taking this step is that the attitude of the federal government has been less than hospitable towards the marijuana industry.

Survey participants self-reported marijuana use, and researchers noted participants may have been more willing to report use as marijuana became more publicly acceptable.

Increases in rates of marijuana use disorders between 2001-2002 and 2012-2013 followed a similar pattern.

"Many adults now favor legalizing recreational use, and fewer view cannabis as risky".

Medical marijuana patients can also possess up to two ounces of marijuana, double that of recreational users.

For example, a 2015 study found opioid overdose deaths and hospital admissions decreased in states after medical marijuana dispensaries opened there.
