Trump administration hollows out EPA science integrity board

This City Is Fighting Back Against The EPA's New Climate Change Stance

The US Environmental Protection Agency (EPA) has dismissed at least five members of a major scientific review board in a step widely seen as downgrading science and elevating business interests, a media report said.

The terms of the affected board members officially ended on April 30, but in past administrations, reappointment to the panel was virtually automatic and thus carried out with little fanfare.

The 18-member Board of Scientific Counselors reviews research conducted by EPA scientists and advises the agency on new directions for its research. Earlier this year, the House Science Committee led by Lamar Smith (R-TX) pushed for reforms to the Scientific Advisory Board to put more industry representatives in those seats and prevent scientists holding EPA grants from sitting on the board.

A spokesman for the E.P.A. administrator, Scott Pruitt, said he would consider replacing the academic scientists with representatives from industries whose pollution the agency is supposed to regulate, as part of the wide net it plans to cast. "EPA received hundreds of nominations to serve on the board, and we want to ensure fair consideration of all the nominees". The decision is the latest in a series of moves that could benefit polluters. Burke, a political appointee under President Barack Obama, said he was "unceremoniously removed" from the chairmanship of an environmental health board at the Centers for Disease Control and Prevention during the George W. Bush administration. "Instead, they should participate in the same open competitive process as the rest of the applicant pool. This approach is what was always intended for the Board and we're making a clear break with the last administration's approach".

According to the Washington Post, an overhaul of scientific boards is not unique to the EPA this week.

The Board of Scientific Counselors is an 18-member board whose mission is to "evaluate science and engineering research, programs and plans, laboratories, and research-management practices of ORD [EPA's office of research and development] and recommend actions to improve their quality and or strengthen their relevance to EPA's mission".

Pruitt, who does not believe in the scientific consensus on climate change, sued the EPA 14 times before leading it and took over with the intention of shrinking the agency. That money typically covers travel and other expenses for outside experts who attend the board's public meetings. Some in the scientific community say the dismissal of such a large number of scientists from the EPA's Board of Scientific Counselors is further evidence of that.

Ryan Jackson, Pruitt's chief of staff, noted in an email that all the board members whose terms are not being renewed could reapply for their positions.

In recent years and months, EPA boards dominated by academic advisers have come under harsh criticism by conservative politicians and policymakers, especially those questioning whether climate change is the result of human activity.
