Vermont governor vetoes marijuana bill, wants changes made

Phil Scott is vetoing a bill that would have legalized recreational marijuana in the state and is sending it back to the legislature with suggestions for changes.

"If the Legislature agrees to make the changes I am seeking, we can move this discussion forward in a way that ensures the public health and safety of our communities", he said.

"As marijuana is not the harmless substance that some special-interest groups suggest it is, Vermont's pediatricians ask Gov. Scott to steadfastly oppose any forthcoming special-session legislation that would cause harm to Vermont's children and adolescents", the group said in a statement.

Vermont's legislature passed the measure six months after residents in MA and ME voted to legalize the recreational use of marijuana. Vermont, which also tried and failed to legalize recreational cannabis previous year, does not have legal authority to put marijuana legalization to a ballot vote.

Vermont's governor on Wednesday halted, at least temporarily, efforts to become the ninth state to legalize the recreational use of marijuana, but offered to work with state legislators to resolve what he cited as the bill's shortcomings.

Governor Phil Scott, a Republican, told reporters he was not satisfied that the bill adequately protected public safety.

Vermont's legislature passed the measure six months after residents in MA and ME voted to legalize the recreational use of marijuana.

The governor has previously said he's not philosophically opposed to marijuana legalization but has concerns about safety.

"I do not see many of our members changing their minds on supporting marijuana legalization", he said.

During the press conference, Gov. Scott said he has never smoked marijuana, but has several friends that do, noting that they have told him they would continue to buy marijuana on the black market if it was taxed too much in the state. He also wants the bill to include money for regulation, enforcement and education. "We need to move a little bit slower".

Opponents of the legislation thanked Scott for killing the bill, but they said they anxious about a possible follow-up.

Scott believes the Legislature could satisfactorily revise the bill as soon as next month, when lawmakers are expected to return for a veto session related to a showdown over the state budget.

While the Senate might have the votes to override the governor's veto, the same is not true in the House, which passed the bill by a vote of 79 to 66.

Third, the Marijuana Regulatory Commission section must be enhanced in order to be taken seriously. Representatives of Vermont Medical Society, Vermont American Academy of Pediatrics and Vermont Children's Hospital have also expressed concerns directly to the governor. "We will be working very closely with our allies to make sure any piece of legislation does not allow Big Marijuana to come to Vermont".
