Maduro's rivals fear that a new constituent assembly could rewrite rules or exclude opposition parties, making a sham of future elections that could vanquish the ruling socialists if the polls were free and fair.

The opposition-led National Assembly wants a referendum asking Venezuelans if they approve of Maduro's constituent assembly plan. They blame him for an economic crisis that has caused shortages of food, medicine and basic supplies.

The government alleged he was attacked for being a Maduro supporter.

Maduro has accused the opposition of "terrorism", and is resisting their calls for a vote on removing him from power.

Maduro said that 21-year-old Orlando Zaragoza suffered burns to nearly all his body when he was doused with gasoline and set on fire at a protest in Caracas a day earlier.

Instead of traveling, he said he would return to Caracas to join in ongoing protests Thursday.

"I call on all the people of Venezuela to take to the streets en masse with the tricolor flag of peace", President Nicolas Maduro said on television ahead of Tuesday's rally.

"The president won't just stay in his green phase gentlemen", he adds, referring to the first stage of a military plan to control the protests announced last month by Maduro. The opposition needs to think about how to consolidate their gains. People have to work, study, eat and live their lives.
