Cavusoglu said the aim of the base in Qatar is to contribute to the security and stability of all Gulf countries.

"The blockade is hindering U.S. military actions in the region and the campaign against ISIS", Tillerson said, without providing details.

Qatar hired Ashcroft Law Firm for 90 days, agreeing to pay it $2.5 million to help the Persian Gulf nation comply with US money laundering and counterterrorism financing regulations, and to stress its efforts to combat global terrorism, according to disclosures filed under the Foreign Agents Registration Act.

"This agreement does not target any country in the Gulf region", he added.

Tillerson said the blockade was hindering the US-led campaign against the Islamic State group and having humanitarian consequences for ordinary people.

Qatar is the base of American military's Central Command.

On Friday, Trump called Qatar a "funder of terrorism at a very high level".

Lavrov called on Saturday for dialogue between Qatar and the countries boycotting it, offering his country's mediation in the crisis.

The UAE ambassador to Washington, Yousef Al Otaiba, welcomed Mr Trump's comments, saying "the president is absolutely right, stopping funding for extremism means starting with Qatar". Turkish president also called on Riyadh to remove all sanctions on Doha and open diplomatic talks.
