Korea must 'earn' way to talks

U.S. Secretary of State Rex Tillerson declared: "We will never accept a nuclear North Korea".

Foreign Minister Taro Kono expressed on Friday the country's bid to serve as a nonpermanent member of the U.N. Security Council for the 12th time from 2023. The Council has struggled to contain North Korea as the country continues to violate sanctions-backed United Nations calls on. During the first nine months of 2017, its trade with North Korea amounted to US$1.61 million (Bt52 million), which represented a 94-per-cent drop from the same period in 2016.

The US is even more determined to continue its peaceful pressure campaign, Tillerson said, with the goal of "setting the conditions for North Korea to engage in serious negotiations toward the complete, verifiable, and irreversible abandonment of its nuclear weapons programs".

He stated that there is "no daylight between the President's policy and the pursuit of that policy" on North Korea, addressing questions about a possible rift between the White House and State Department on starting talks with Pyongyang. These incoherent power games are never going to win the trust of any country, let alone North Korea.

As long-term allies of North Korea, the two countries are key players in enforcing the sanctions. North Korean media reported that party leaders such as Vice Marshal Choi Ryong-hae, Ri Su-yong, and Kim Pyong-hae took part in the ceremony. "When we're ready to have conversations ... dialogues, that will be up to the president and secretary of state". Instead, he called the council meeting "a desperate measure plotted by the USA being terrified by the incredible might of our republic that has successfully achieved the great historic cause of completing the state nuclear force".

Washington needs to shed light on its intentions before proceeding with any campaign to halt North Korea's nuclear ambitions. Tillerson said the USA does not want war with North Korea and is hoping for a diplomatic solution.

During the United Nations meeting, Tillerson urged countries to continue to stick to the sanctions and specifically called out Russian Federation and China to increase pressure.

China's deputy United Nations ambassador, Wu Haitao, called for early resumption of dialogue.

Asan added: 'But there's little room for North Korea to conduct bigger provocations.

He said the US does not want war but "will use all necessary measures to defend itself against North Korean aggression".

It would also have to demonstrate a test of an airborne nuclear ICBM and then launch a missile from a submarine near the US. He urged an immediate re-establishment and strengthening of government and military communications. This is obviously in the remarks of UN Secretary General Antonio Guterres, who stressed the need to immediately reestablish communication channels with North Korea.
