The tragedy is believed to be due to instrument failure - they are thought to have frozen over and registered an incorrect speed, the TASS news agency quoted investigators as saying.

Russian authorities said it was too early to determine the cause of the crash.

Another Russian operator that uses the plane, Angara, based in Irkutsk in eastern Siberia, said it will keep flying them.

In December 2016 a military plane carrying Russia's famed Red Army Choir crashed after taking off from the Black Sea resort of Sochi, killing all 92 people on board.
