EU – Turkey leaders' meeting in Varna: No agreements, but 'readiness to keep up dialogue'

European Commission President Jean-Claude Juncker said he was "saddened" by the state of relations with Turkey and urged Erdogan to improve relations with Greece and Cyprus. "I hope we have put this hard period [in relations] behind us", Erdogan said at the news conference, adding: "Rather than unfair criticism, we expect robust support ..."

Ankara and Brussels had in March 2016 agreed a controversial deal to stop the flow of migrants, in what was seen as a landmark in cooperation and which Turkey hoped would yield visa free travel to Europe.

The PKK is listed as a terrorist organization by Turkey as well as the US and the EU.

The EU accounts for about half of Turkish exports.

"Our meeting today demonstrated that while our relationship is going through hard times, in areas where we do cooperate, we cooperate well", President of the European Council Donald Tusk told reporters.

"We now expect strong support [from Europe] on sensitive issues such as the fight against terrorism instead of rambling and unjust criticism", he added.

Bulgarian Prime Minister Boyko Borisov, whose country holds the rotating presidency of the EU Council, said it was expected to be "a very hard meeting".

He stressed importance for Turkey's good bilateral relations with European Union member states and said the European Union "stands united behind the Republic of Cyprus regarding its right to explore and exploit its natural resources in its Exclusive Economic Zone".

Before arriving in Bulgaria, Mr Erdogan insisted "EU membership remains our strategic goal".

His crackdown on the opposition and undermining of Turkey's judiciary following the 2016 attempted coup has seen more than 50,000 arrests including many journalists, academics and opposition politicians, outlawed dozens of civil society groups, newspapers and television stations.

After a series of bilateral and multilateral meetings that lasted more than six hours on Monday afternoon, the four men could barely hide their mixed feelings at the press conference.

Turkish EU Minister Omer Celik said Turkey could not accept such statements by the EU.

The issue of Turkey's membership negotiations began in 2005, then stalled for five years and have now effectively collapsed.

"The EU has lent substantial support to improve the livelihood of these refugees, and this evening we reaffirmed the European Union's unwavering commitment to continue this support", Tusk said.

The EU also expressed its objections to Turkey's military ongoing operations in Syria's Afrin region and a standoff over Mediterranean gas with EU members Greece and Cyprus.
