India Floats Multibillion-Dollar Global Tender for 110 Fighter Aircraft

The vendors, Boeing (F-18 Super Hornet) and Lockheed Martin (F-16) of the US, SAAB (Gripen) of Sweden, Dassault Aviation (Rafale) of France, the European Consortium (Typhoon) and Mikoyan (MiG-35) of Russian Federation will have to reply by July 6. The remaining 93-94 aircraft must be built in India by a "strategic partner/Indian production agency (SP/IPA)".

The total cost of the procurement could be between $15 billion to $20 billion dollars.

At present, the IAF has 32 squadrons (one squadron has 18-20 planes) while it needs at least 45 squadrons of fighter jets as numerous existing fighter jets in the IAF inventory like MIG-21 and MIG-27s are in the last stages of their operational life.

India on Friday issued an eagerly-awaited request for information (RFI) proposal or initial tender to procure 110 fighter aircraft in a late effort to make up for a depleted fleet of 31 squadrons much less than the required 45 fighter squadrons which is what India needs in case of a possible two-front war scenario.

The Request For Information (RFI), which is the first step to acquire any aircraft, has been published by IAF on its website.

"The proposal is to procure approximately 110 fighter aircraft (about 75% single seat and rest twin-seat aircraft)".

In other words, the aircraft have to be jointly produced by a foreign aircraft maker along with an Indian company under the recently-launched strategic partnership model which aims to bring in high-end defence technology to India.

Currently, the IAF has 32 combat squadrons against a sanctioned strength of 39.5, which is sought to be raised to 42.

This is the first major tender to be floated after seven billion Euros (Rs 59,000 crore) deal for 36 Rafale jets was inked by India with France in 2016 in a Government to Government deal.

India began its search for new planes for the Indian air force in 2003 to replace its Soviet-era MiG fighters.

India started looking for new warplanes in 2007, a search that ended with the government selecting Dassault Aviation for the supply of 126 Rafale jets for $11 billion.

Noting that the US Air Force has not bought an F-16 since 1999, and is transitioning its multi-role fighter force to the F-35, the think-tank said that any additional F-16 orders would be for non-US customers.
