Californians to Vote on Initiative to Divide Their State Into 3

California elections officials certified on Tuesday that Draper's so-called Cal3 initiative had won enough signatures from registered voters to qualify for the ballot, the first step in a politically complicated, uphill fight to ultimately break apart the most populous USA state.

A proposal to split California into three states will likely be on the November ballot, according to the Secretary of State's website.

The proposal would make California the L.A. area, Northern California and Southern Cal would be the other two new states.

The proponents of the initiative attempted to exempt legislative approval by including language in the measure that says the people of California "provide the legislative consent for the formation of three new states to Congress as required by the United States Constitution".

The proposal was put forth by venture capitalist Tim Draper, who said regional leaders, such as the Santa Clarita City Council and the Los Angeles County Board of Supervisors, would be able to serve their constituents better without oversight from Sacramento.

Californians will vote to break the state into California, North California and South California, assuming Congress approves the measure, should it be passed by voters. Southern California would begin in Fresno and cover most of the southern state.

The plan for partitioning California would be parallel to other states that have been partitioned, including the Dakotas, the Carolinas, and the Virginias. "Californians deserve a better future".

A good-humored Draper rolled with the punches as Colbert ripped the new states of "Silicon Valley, the richest state per capita" and "Jefferson, famous for producing 60 percent of the country's marijuana".

Breaking up the state would add four new members to the Senate.

Northern California would include 40 counties from Santa Cruz to the OR border, including San Francisco and Sacramento, the state's current capital. Each state, though different in size, would have roughly the same population, according to the proposal.

Secretary of State Alex Padilla announced that the initiative is eligible for the November 6 general election.

"California government can do a better job addressing the real issues facing the state, but this measure is a massive distraction that will cause political chaos and greater inequality", Maviglio told the Chronicle.

He has described California as a state with crumbling bridges and roads, a struggling, underfunded education system and oppressively high taxes.

-California would have approximately 12.3 million residents and would be centered around Los Angeles County.
